The Laredo City Council recognized biologists Pamela and Dr. Tom Vaughn — environmentalists and co-founders of the Río Grande International Study Center (RGISC) for stewardship of the Río Grande, the only source of drinking water for millions of border residents. Pamela and Tom Vaughan are pictured with Mayor Pete Saenz. Behind them are Council members Roberto Balli, George Altgelt, Charlie San Miguel, Nelly Vielma, Alberto Torres Jr., Alex Perez Jr., and Vidal Rodriguez.
